House committee substitute makes the following changes to the 1st edition.

Amends GS 7A-133(c) by increasing the number of magistrates in Union County from 7 to 8 (previous edition increased the number to 10). Makes a conforming change to the act's title.

Decreases the appropriated amounts to $67,603 for 2019-20 and to $173,798 for 2020-21.
