Subject to voter approval at the 2024 general election, enacts new Article XV, Taxpayers' Protection Act, to the NC Constitution, establishing the maximum annual percentage change in State fiscal year spending, as defined, calculated at inflation plus the percentage change in State population in the prior calendar year, with an increase in the spending limit authorized only by two-thirds majority of each house of the NCGA.
