House committee substitute makes the following changes to the 1st edition:
Changes the long title.
Adds Cabarrus County to the act that exempts armed detention officers from the prohibition on carrying weapons on campus or other educational property when performing their official duties (previously act only applied to Forsyth County).
Changes effective date to July 1, 2014 (was, December 1, 2014).
