Amends GS 115C-84.2(d) to provide additional flexibility to local boards of education in Haywood, Madison, and Yancey countiestoset the opening and closing dates for their public schools under subdivision (a)(1) of GS 115C-84.2. Provides that this act is effective when it becomes law and applies only to Haywood, Madison, and Yancey County schools beginning with the 2013-14 school year.
