Senate committee substitute makes the following changes to the 5th edition:

Changes the short and long titles.

Removes proposed language concerning moped registration from GS 20-10.1 and places that language in new GS 20-53.4, Registration of Mopeds. 

Deletes language included in the previous edition that added the towns of Elizabethtown and Matthews to the State Health Plan. 

Makes conforming changes.
