Makes the following changes to Section 2-8 of the City of Jacksonville's Charter (SL 1967-911), as amended. Replaces hybrid at-large/ward election of the mayor and city council members with at-large elections of these municipal officers. Removes outdated language and makes technical changes. Specifies that the at-large elections will begin with the regular municipal elections in 2027 and continue biennially thereafter. Retains the staggering of council member terms as when they were elected by ward. 

Applies to election held or after the act becomes law.
