Senate committee substitute makes the following changes to the 1st edition:
Changes the long title.
Deletes proposed provisions that provided for staggered terms for the Board of Aldermen of the Town of Proctorville and now provides that beginning in 2015, and every four years after that, three aldermen will be elected to serve four-year terms.

Deletes Section 15 of the Charter, which required a person elected as mayor or alderman who does not take the oath of office within five days of election or who fails to serve during the term for which the person was elected to forfeit and pay $50.
