Enacts new GS 20-79.4(b)(65a) as title indicates. Plate issuance is contingent on the receipt of at least 300 plate applications. Establishes a special plate fee of $30 and requires that $20 of that amount be transferred quarterly to the Given Memorial Library, Inc., for funding purposes. Effective July 1, 2011.
