House amendment makes the following changes to the 3rd edition.
Amends GS 132-1.7 to exclude from public records the cell phone numbers issued by a local, county, or state government to (1) a sworn law enforcement officer or non-sworn employee of a public law enforcement agency, (2) a fire department employee, or (3) any employee whose duties include emergency response.

House committee substitute deletes all provisions of the 2nd edition and replaces them with new subsections of GS 153A-98 (pertaining to county personnel files) and GS 160A-168 (city personnel files). The new subsections prohibit disclosure of certain specified identifying information regarding sworn law enforcement officers except in accordance with certain sections of the North Carolina public records law of GS Chapter 132 or for the personal safety of the law enforcement officer or a person residing in the same residence. Effective October 1, 2015.

Senate committee substitute makes the following changes to the 1st edition.
Amends new GS 132-12, reformatting the statute into three subsections, (a), (b), and (c). Adds new content in subsections (b) and (c). Clarifies that the provisions of this section apply to a sworn law enforcement officer employed by a local unit of government. Provides that for the purposes of this statute, the office of the sheriff is the employer of a sworn law enforcement officer who is employed by a county, and the office of of the chief of police is the employer of a sworn law enforcement officer who is employed by a municipality. Provides that nothing in this section increases, decreases, or otherwise changes the application of GS 132-1.10 (Social security numbers and other personal identifying information) with regard to information contained on documents recorded or filed in the official records of the register of deeds, the Department of Secretary of State, or of the courts.

Enacts new GS 132-12 allowing a sworn law enforcement officer to request in writing that the officer's employer exempt from examination and inspection the officer's name, home address, Social Security number, medical, disability, and emergency contact information. Requires the request to be renewed annually.
