Specifies that the act applies only to overpayments made by the Department of Health and Human Services (DHHS) to Medicaid providers as a result of the Department's delayed implementation of the rate reduction for services rendered by primary care physicians on or after January 1, 2015. Requires DHHS to give providers an extended period of up to 12 months for the repayment of the overpayments if the immediate recoupment of the overpayment would cause a hardship to the provider. Prohibits DHHS from beginning automated recoupment of the overpayments described before June 1, 2015. Requires setting a deadline before June 1, 2015, for providers to request a hardship extension. Prohibits charging interest or a late‑payment penalty on overpayments subject to a hardship extension as long as the provider makes timely payments in accordance with the repayment plan.
