Directs the Department of Public Safety (DPS) and the City of Wilmington (City) to develop and implement a pilot project to establish a Quick Response Team to address the needs of opiate and heroin overdose victims, considering five listed factors in the development of the program. Directs DPS and City to report on the results of the project to the 2019 General Assembly. Appropriates $250,000 each in recurring funds for 201718 and 201819 from the General Fund to DPS to for the purpose described above.
