Outlines six responsibilities of the Commission as it undertakes the study, including examining current federal and state law regarding boat operation, no-wake zones, and channel markers and assessing local governments' ability to adopt and enforce local ordinances regulating navigable waters. Requires the Commission to report its findings and recommendations to the 2020 General Assembly upon its convening.
