Senate committee substitute makes the following changes to the 2nd edition.
Amends proposed GS 20-116.3 to remove provisions concerning the amount of storage fees that may be charged. Provides that a motor vehicle towed and stored at the direction of a law enforcement agency (was, towed and stored by a law enforcement agency) after a collision may be held for evidence for no more than 20 days without a court order. Makes conforming changes.
Changes the act's short and long titles.

Senate committee substitute makes the following changes to the 1st edition:
Deletes all of the provisions of proposed GS 20-166.3(a), Limited Fees. Adds new subsection (a), Limited Duration of Storage, providing that a motor vehicle that is towed and stored by a law enforcement agency after a collision cannot be held for evidence for more than 20 days without a court order. Requires, absent a court order, the vehicle to be released to the owner, insurer, or lien holder, once towing and storage fees have been paid. Provides that individuals or entities with ownership interest in a motor vehicle are not liable for storage charges in excess of $500.

Enacts new GS 20-166.3 requiring a law enforcement agency that impounds a motor vehicle damaged in a crash to limit the amount of time it stores the vehicle. Caps liability for storage charges at $500. Allows a law enforcement agency to move such a vehicle from a commercial storage facility to a public storage facility if it is determined the storage fees may exceed the cap. Does not apply to vehicles seized as a result of a violation of the law or abandoned vehicles. Applies to motor vehicles impounded on or after July 1, 2015.
