AN ACT TO EXPRESS THE GENERAL ASSEMBLY'S INTENT TO INCREASE ACCESS TO HEALTH CARE IN NORTH CAROLINA BY EXPANDING ELIGIBILITY FOR THE MEDICAID PROGRAM TO RESIDENTS WITH A MODIFIED ADJUSTED GROSS INCOME THAT IS BELOW ONE HUNDRED PERCENT OF THE FEDERAL POVERTY LEVEL.

    States legislative intent to expand Medicaid eligibility to the following described North Carolina residents: individuals with a modified adjusted gross income that is below 100% of the federal poverty level; individuals aged 19 to 64; individuals who are not Medicaid eligible under Part A or Part B of Title XVII of the federal Social Security Act; and individuals who are not otherwise eligible for Medicaid coverage under the State Plan as it existed on October 1, 2019. Further states the legislative intent to fund the described Medicaid expansion entirely from $500 million from the General Fund, a state tax on pharmaceuticals, an increase in hospital assessments, and a state tax on prepaid health plan premiums and managed care organization assessments.
