House committee substitute makes the following changes to 1st edition. Amends proposed GS 113A-256(8) to clarify that the Clean Water Management Trust Fund Board of Trustees may consider the likelihood of a proposed water supply project ultimately being permitted and built when developing specified criteria for awarding grants. Makes other technical changes, including a technical change to the bill title.
