Appropriates $50 million to the State Board of Elections (Board) to establish a matching grant program to assist county boards of elections with costs of replacing outdated voting equipment.
Requires the Board to offer matching grants of up to $500,000 to each county to purchase voting equipment that complies with the requirements of federal law and GS Chapter 163 of the General Statutes. Requires that the county spend an amount equal to the grant on voting equipment that complies with the requirements of federal law and GS Chapter 163, including hardware and software and counts any amounts spent by the county on or after January 1, 2016, toward the county match.
Effective July 1, 2017.
