Smith Field in Carteret County as legacy airports, defined as an airport in the state that (1) was established before 1945 and has been in continuous operation since that time; (2) contains a terminal building built before 1945; (3) has an actively used runway that is at least 6,000 feet long; and (4) has contributed significantly to the development of aviation in this state.
