Requires all new school buses purchases beginning with the 2026-2027 school year to be electric buses, and requires the entire bus fleet to be electric by the end of the 2049-2050 school year by adding new subsection (a1) to GS 115C-249.
Creates new GS 115C-247.1 (Electric activity bus grant program) directing the Department of Public Instruction (DPI) to establish a grant program, to the extent funds are made available, to assist small county school systems in purchasing electric activity buses. Directs DPI to establish an application process and prioritize awards to school systems that have not previously received grants. Specifies the grants will cover up to 50% of the purchase price of an electric bus and allows funds to be used for the purchase of a bus or for the purchase or installation of electric bus charging equipment. Requires DPI to report no later than February 15 of each year to the Joint Legislative Education Oversight Committee on the awards, applications, and number of applications that were not funded due to lack of funding.
Appropriates $350,000,000 in recurring funds from the General Fund for the 2026-2027 fiscal year to DPI to fund the electric school bus purchase program. Appropriates an additional $50,000,000 in recurring funds from the General Fund for the 2026-2027 fiscal year to DPI to fund the electric activity bus grant program.
Effective and applicable beginning with the 2026-2027 school year.
