House committee substitute to the 3rd edition makes the following changes.
Deletes proposed changes to GS 20-171.16, which required wearing eye protection and a helmet when operating an all-terrain vehicle, and to GS 153A-245 and GS 160A-300.6, concerning the regulation of all terrain-vehicles by counties and cities.
Adds new Article 34 in GS Chapter 120, establishing the 12-member Joint Legislative Oversight Committee on General Government (Committee), to examine the services provided by the specified departments and agencies in order to make ongoing recommendations to the General Assembly on ways to improve the effectiveness, efficiency, and quality of state government services. Specifies the Committee's powers and duties. Requires a department or agency that is required to report to the General Assembly or its committees to also give a copy of the report to the cochairs of the Joint Legislative Oversight Committee on General Government.
Changes the effective date of the act from December 1, 2013, to when the act becomes law.
Makes conforming changes to the act's titles.

Amends GS 153A-245 and GS 160A-300.6 to allow a county or city to regulate the operation of all-terrain vehicles and require the registration of all-terrain vehicles, charge a registration fee, specify who is authorized to operate the all-terrain vehicles, and specify the required equipment, load limits, and the hours and methods of operation of all terrain vehicles, by ordinance. Prohibits a person less than 16 years old from operating an all-terrain vehicle on a public street, road, or highway.

Deletes proposed changes to the definition of all-terrain vehicle or ATV in GS 20-4.01 and instead changes the definition of all-terrain vehicle or ATV to a motorized vehicle 50 inches or less in width (was, no specified width) designed to travel on three or more (was, three or four) low-pressure tires, and manufactured for off-highway use (deletes the requirements concerning the seat and handlebars). Excludes from the term golf carts, utility vehicles, and riding lawnmowers. Also amends the definition of utility vehicle as a motor vehicle that is designed for off-road use and used for general maintenance, security, agricultural, or horticultural purposes (was, designed and manufactured for general maintenance, security, recreation, and landscaping purposes, without specifying off-road use). The term excludes all-terrain vehicles or golf carts and riding lawn mowers.
Adds a section amending GS 20-171.16 requiring a passenger on an all-terrain vehicle who is under 18 years old to wear eye protection and a safety helmet.
