    House committee substitute deletes all provisions of 3rd edition and replaces it with AN ACT TO MODIFY THE DISTRICT NUMBERS OF SUPERIOR AND DISTRICT COURTS TO ALIGN WITH THE DISTRICT NUMBERS OF THE PROSECUTORIAL DISTRICTS. 

    Amends GS 7A-41, as amended by House Bill 717, 2018 Regular Session; SL 2018-5; and SL 2018-14, if House Bill 717 becomes law, to modify the number assigned to 57 Superior Court districts to more closely align with current Prosecutorial District numbers. Moves Alamance County into the Fourth Division. Makes other conforming change. Effective January 1, 2019. 

    Amends GS 7A-133, as amended by House Bill 717, 2018 Regular Session; SL 2018-5; and SL 2018-14, if House Bill 717 becomes law, to modify the number assigned to 40 District Court districts to more closely align with current Prosecutorial District numbers. Makes other conforming change. Effective January 1, 2019.

    Amends GS 7A-41 and GS 7A-133, if House Bill 717 does not become law, to modify the Superior Court districts and District Court districts to more closely align with current Prosecutorial District numbers, as above. Effective January 1, 2019. 

    Amends GS 7A-60(a1), as amended by SL 2018-5, if House Bill 717 becomes law, to reassign Catawba County from Prosecutorial District 44 to Prosecutorial District 19. Makes conforming changes. Effective January 1, 2019. 

    Amends House Bill 717, if it becomes law, to change the total number of Assistant District Attorneys in Prosecutorial District 28 from nine to six. 

    Makes technical correction to SL 2018-5 if House Bill 717 becomes law. Effective January 1, 2019.

    Amends GS 7A-60, as amended by SL 2018-5, if House Bill 717 does not become law, to change six Prosecutorial District numbers, by transposing Districts 10 and 11, 28 and 29, and 26 and 37. Effective January 1, 2019. 

    Authorizes the Revisor of Statutes to reorder the above districts into alphabetical and numerical order. Directs the Bipartisan State Board of Elections and Ethics Enforcement and the Administrative Office of the Courts to ensure that certificates of elections are issued for district numbers as they exist on January 1, 2019, and that oaths of office are taken for these district numbers.

    Senate amendment #1 makes the following changes to the 2nd edition.

    Changes the act's long title.

    Modifies proposed GS 20-62.1(a2) to require a secondary metals recycler or salvage yard that purchases a motor vehicle under the statute and does not have a valid title at the time of purchase to wait at least 48 hours from the time of submission and verification with the Division of Motor Vehicles in accordance with subsection (a1) before damaging, dismantling, or wrecking the motor vehicle (previously, a 72-hour waiting period from the time of submission to the NMVTIS or to a third-party consolidator and did not include verification of the information; also previously did not specifically prohibit damaging the vehicle during the waiting period). Makes technical changes.

    Senate committee substitute makes the following changes to the 1st edition.

    Deletes and replaces the language of proposed subsection (a2) in GS 20-62.1 (Purchase of vehicles for purposes of scrap or parts only). Now requires a secondary metals recycler or salvage yard purchasing a motor vehicle under the statute that does not have a valid title at the time of purchase to wait at least 72 hours from the time it submits the vehicle information to the NMVTIS, or to a third-party consolidator for submittal to NMVTIS, in accordance with subsection (a1) of the statute before dismantling or wrecking the vehicle (previously, did not specify the proposed waiting period only applies when the secondary metals recycler or salvage yard does not have a valid title at the time of purchase and started the waiting period at the time of purchase). Makes conforming changes to the act's long title.

    Amends GS 20-62.1 (purchase of vehicles for purposes of scrap or parts only) to require a secondary metals recycler or salvage yard purchasing a motor vehicle under the statute to wait at least 72 hours from the time it purchases the motor vehicle before dismantling or wrecking the motor vehicle. Makes conforming changes to add an additional requirement for the secondary metals recycler or salvage yard to maintain a record of the date and time of the transaction of a motor vehicle (currently, record of the date) in accordance with the provisions of the statute. 

    Effective October 1, 2017, and applies to motor vehicles purchased by a secondary metals recycler or salvage yard on or after that date.
