    Amends GS 20-79.4(b) to authorize the Division of Motor Vehicles to issue a special Municipality Plate, contingent on the receipt of at least 300 applications. Requires transfer of $10 of the $20 plate fee to the municipality represented on the plate. Deletes the authority to issue a town of Matthews plate. Makes conforming and clarifying changes. Changes the act’s effective date from July 1, 2012, to when the act becomes law.

    Adds a section to amend GS 20-79.4(b), authorizing the Division of Motor Vehicles to issue the following special plates: (1) Flag of the United States of America, (2) North Carolina Cattlemen’s Association, (3) RiverLink, and (4) Town of Matthews. Plate issuance is contingent on the receipt of at least 300 plate applications for each plate. Sets a special plate fee of $30 and requires that $20 of that amount be transferred quarterly to the NC Cattlemen’s Association. Sets a special plate fee of $30 and requires that $20 of that amount be transferred quarterly to RiverLink. Sets a special plate fee of $20 and requires that $10 of that amount be transferred quarterly to the town of Matthews. Provides the special plate revenue be transferred quarterly to the North Carolina Transportation Museum Foundation for operating expenses of the NC Transportation Museum and for educational and conservation programs. Makes conforming changes to renumber subdivisions accordingly.
