Requires the new Medicaid program to ensure: (1) budget predictability through shared risk and accountability; (2) balanced quality, patient satisfaction, and financial measures; (3) efficient and cost‑effective administrative systems and structures; (4) a sustainable delivery system; and (5) a successful health information exchange.
