House committee substitute makes the following changes to the 3rd edition. Deletes the content of the previous edition and replaces it with the following.
Appropriates $2.8 million for 2015-16 and $2.8 million for 2016-17 from the General Fund to the UNC Board of Governors to be allocated to the State Education Assistance Authority to fund special education scholarships awarded and disbursed under GS 115C-112.6. Effective July 1, 2015.

House committee substitute makes the following changes to the 2nd edition.
Adds language providing that students enrolled in the Occupational Course of Study to receive their high school diplomas are not required to participate in the preparation program or the mandatory remedial courses as provided for in this act, unless a parent specifically requests such participation.
Deletes a requirement that the program include revisions to direct instruction remediation modules. Requires high schools to use only curriculum approved by the State Board of Community Colleges, in consultation with the State Board of Education.
Amends requirements concerning the delivery of remedial instruction, now requiring high school faculty teaching the remedial course to complete specified training requirements as determined by the State Board of Community Colleges, in consultation with the State Board of Education. Also, directs the NC Community College System to provide oversight of the remedial courses. Deletes language from the previous edition that detailed specific oversight and training responsibilities of community college faculty concerning the high school remediation courses.
Makes technical changes.

Directs the State Board of Community Colleges (SBCC) to, in consultation with the State Board of Education (SBE), to develop a program for implementation in the 2016-17 school year to introduce college developmental mathematics and reading and English curriculum to high school seniors and that provides college remediation for students prior to high school graduation through partnerships with community colleges. Sets out five requirements for the program, including revisions to current direct instruction remediation modules and the establishment of certain measures for determining student readiness and preparation for college coursework, using ACT scores, GPAs, or other measures.
Requires the SBCC and the SBE to report on the implementation of this program to the Joint Legislative Oversight Committee no later than January 15, 2016.

Directs the State Board of Community Colleges (Board), along with the State Board of Education and the Board of Governors of the UNC System, to review programs implemented in North Carolina as well as other states that provide opportunities for college remediation for students before high school graduation through cooperation with higher education partners. Requires the Board to develop a detailed plan for implementing a cooperative program of remedial education in mathematics and English for students who have not yet completed high school, with the end that they will be prepared for community college coursework without further remediation in mathematics or English. Requires the Board to ensure the plan can be implemented statewide. Requires the Board to report the plan along with necessary statutory changes, estimated costs, and an implementation timeline to the Joint Education Oversight Committee no later than January 15, 2016.
