Amends SL 1987-142, as amended, to require that the Averasboro Township remit the proceeds of the occupancy tax on a monthly (was, quarterly) basis to the Averasboro Township Tourism Development Authority. Also increases the membership of the Averasboro Township Tourism Development Authority from seven to nine members and changes the membership of that Authority. Deletes the provision setting one-year terms. Requires the Authority (was, the board of commissioners) to designate a member of the Authority as chair and also requires designation of one member to serve as vice-chair. Requires that the Authority meet monthly. Names the finance officer for Dunn (was, for Harnett County) as the ex officio finance officer. Requires the Authority to finance tourist-related capital projects in the Averasboro Township.

Applies to the distribution of the net procceeds of the occupancy tax on or after the earlier of October 1, 2014, or the date specified in a resolution adopted in accordance with the act.
