Moves a specified voting tabulation district in Greene County from District 3 to District 1. Moves specified portions of Pitt County from District 1 to District 3, and moves other specified portions from District 3 to District 1. Moves specified portion of Iredell County from District 5 to District 9. Moves specified portions of Guilford County from District 6 to District 12. Moves specified portions of Buncombe County from District 10 to District 11, and moves other specified portions from District 11 to District 10.

Amends GS 163-201 to divide North Carolina into 13 congressional districts to nominate and elect members of the U.S. House of Representatives in 2012 and every two years thereafter, as follows. District 1 includes the following counties: Bertie, Halifax, Hertford, Northampton, Warren, and specified parts of Beaufort, Chowan, Craven, Durham, Edgecombe, Franklin, Gates, Granville, Greene, Lenoir, Martin, Nash, Pasquotank, Perquimans, Pitt, Vance, Washington, Wayne, and Wilson. District 2 includes the following counties: Lee, Moore, and specified parts of Alamance, Chatham, Cumberland, Harnett, Hoke, Randolph, and Wake. District 3 includes the following counties: Camden, Carteret, Currituck, Dare, Hyde, Jones, Onslow, Pamlico, Tyrell, and specified parts of Beaufort, Chowan, Craven, Gates, Greene, Lenoir, Martin, New Hanover, Pasquotank, Pender, Perquimans, Pitt, and Washington.
