House committee substitute to the 1st edition makes the following changes.

Changes the date set forth GS 71A-7.3 from which the Indians who comprise The Tuscarora Indians of Kahtenuaka Territories, whose ancestors signed treaties with the government of North Carolina and were granted the Indian Woods Reservation on the Roanoke River in Bertie County, are officially recognized under the statute as The Tuscarora Indians of Kahtenuaka Territories from July 1, 2025, to July 1, 2026. Makes a technical change. Extends the term of the member recommended by The Tuscarora Indians of Kahtenauaka Territories to serve on the American Indian Heritage Commission (Commission) from two years to three years, with the term expiring on June 30, 2029, in GS 143B-135.5.

Appropriates $5,000 from the General Fund to the Department of Administration for 2026-27 to assist the North Carolina Commission of Indian Affairs with updating its website, materials, and other documentation to reflect the new membership of that Commission. Appropriates another $5,000 from the General Fund to the Department of Natural and Cultural Resources for 2026-27 for the same purpose for the Commission. Effective July 1, 2026.

Makes conforming change to effective date.
