Bill summary
Amends GS 108A-24 (Definitions) to include “a pregnant woman” in the definition of family for purposes of the Work First Program and remove a reference to the Work First Family Assistance program being a program of payments to assist “in maintaining the children” of eligible families.
Makes the maximum family annual income eligibility 75% of the federal poverty level for the applicable family size, and makes the payment level 40% of the federal poverty level for the applicable family size in GS 108A-27.01 (Income eligibility and payment level for Work First Family Assistance).
Adds new GS 108A-27.02 (Resource limits), which makes $5,000 of resources the maximum for a person or family for cash assistance, but excludes the equity value of (1) one vehicle per family if the vehicle is used for work, training, or education in preparation for work or a job search, and (2) an additional vehicle up to $4,650.
Amends GS 108A-27.1 (Time limitations on assistance) to specify that no time limitations on eligible families receiving Work First Family Assistance will be imposed except for those time limitations set by federal law or regulations (was, a limit of a cumulative total of 24 months with allowances to reapply, with an exclusion for child only cases; also allowed electing counties to set time limitations that didn't conflict with or exceed federal limits).
