    Senate committee substitute replaces the 1st edition in its entirety with the following. Makes conforming changes to the act's titles.

    Section 1.

    Changes the composition of Districts 1 and 3, established for the purpose of nominating and electing members of the House of Representatives to the Congress of the United States, set forth in GS 163-201(a), as follows.

    District 1: Beaufort County, Bertie County, Camden County, Carteret County, Chowan County, Craven County, Currituck County, Dare County, Edgecombe County, Gates County, Granville County (portions listed), Halifax County, Hertford County, Hyde County, Martin County, Nash County, Northampton County, Onslow County (portions listed), Pamlico County, Pasquotank County, Perquimans County, Tyrrell County, Vance County, Warren County, and Washington County. (Currently, District 1 consists of Bertie County, Camden County, Chowan County, Currituck County, Edgecombe County, Gates County, specified portions of Granville County, Greene County, Halifax County, Hertford County, Lenoir County, Martin County, Nash County, Northampton County, Pasquotank County, Perquimans County, Tyrrell County, Vance County, Warren County, Washington County, Wayne County, and Wilson County).

    District 3: Duplin County, Greene County, Jones County, Lenoir County, Onslow County (portions listed), Pitt County, Sampson County (portions listed), Wayne County, and Wilson County. (Currently, District 3 consists of Beaufort County, Carteret County, Craven County, Dare County, Duplin County, Hyde County, Jones County, Onslow County, Pamlico County, Pitt County, and specified portions of Sampson County).

    Broadens the groups whose purchase price of goods are not treated as contributions under certain State election laws listed in GS 163-278.8A to include other political party groups, which include, but are not limited to men, women, college, teen, senior, young, African American, or Hispanic clubs or organizations.
