Requires the Department of Health and Human Services to adopt rules to implement new GS 131E-274 by January 1, 2024 (was, October 1, 2023). Changes the effective date of new Article 11C, new GS 131E-214.36 (debt forgiven by medical center) and GS 131E-214.38 (prohibition of waiver of rights) and new GSĀ 131E-274 to January 1, 2024 (was, October 1, 2023), and applies to agreements and contracts entered into, amended, or renewed on or after that date.
