House committee substitute to the 1st edition makes the following changes.

Amends GS 15A-264 to prohibit a cause of action against any provider of a wire or electronic communication service, its officers, employees, agents, or other specified person for providing information, facilities, or assistance in accordance with a request made under new GS 15A-265 (emergency warrantless use of pen register or trap and trace device). Also makes a good faith reliance on a request made under GS 15A-265 a complete defense against any civil or criminal action.
