Appropriates $15 million in recurring funds for 2023-24 and $15 million in recurring funds for 2024-25 from the General Fund to the Department of Health and Human Services, Division of Public Health, to purchase opioid antagonists for local health departments for the purpose of reversing opioid-related drug overdoses and reducing the number of opioid-related deaths. Requires the local health departments to then distribute opioid antagonists free of charge to North Carolina residents. Effective July 1, 2023.
