Appropriates $2.9 million in non-recurring funds from the General Fund to the Department of Natural and Cultural Resources, Division of State History Museums for the 2021-2022 fiscal year to create a master plan for the construction of a Museum of Western North Carolina History and Culture. Provides these funds do not revert until June 30, 2023. Effective July 1, 2021.
