Amends Section 3.3 of the Charter of the Town of North Topsail Beach, SL 1989-100, to provide for staggered four-year terms for the Board of Alderman. Establishes four-year terms for the three candidates with the highest number of votes in the 2021 regular municipal election, and two-year terms for the two candidates receiving the next highest votes in the 2021 election. Requires two members to be elected for four-year terms in 2023, and quadrennially thereafter, and three members to be elected for four-year terms in 2025, and quadrennially thereafter.
