Requires a valid initiative petition to contain required text to implement the proposed structure by resolution, with reference to the structure options set out in GS 153A-58, and have signatures of the lesser of 10% of registered voters in the county, or 3,000. Sets parameters for the election. Requires a majority vote in favor of the proposed changes for a resolution to be adopted, with adopted changes effective for at least two years after the beginning of the term of office of the officers so elected. Bars filing initiative petitions within one year and six months following the effective date of a resolution adopting changes or one year and six months from the date of any election on changes that were not adopted by voters.
