Conference report deletes all content of the 3rd edition and replaces it with the following.
Requires the North Carolina State Lottery Commission (Commission) to study four specified issues related to gaming in North Carolina, including the feasibility of authorizing and regulating sports betting, on-site betting at horse steeplechases, and the creation of a commission to provide gaming oversight. Requires the study to include an examination of the following: (1) gaming activities currently prohibited, gaming activities currently authorized by the State, and the feasibility of the NCGA authorizing new gaming activities; (2) sports betting, including five specified related issues; (3) on-site betting at horse steeplechases, including four specified related issues; (4) creating a gaming division or commission to provide administration, oversight, and enforcement of gaming regulations in this state, including a review of the 3rd edition of this act; (5) whether any additional resources may be needed for assistance with gambling addictions; and (6) any other matters the Commission deems relevant. Requires the Commission to contract with an independent third party to conduct research for the study required, using funds appropriated to the Commission. Requires a report to the specified NCGA committee on or before April 15, 2020.
Makes conforming changes to the act's titles.
