House committee substitute to the 2nd edition makes the following changes.

Further amends Section 1 of SL 2014-82 to clarify that Stanly County Community College is authorized to enter into agreements with Stanly County jointly to erect buildings on property owned by the College (was, authorized to enter into agreements with Stanly County to jointly erect buildings on property owned by the College) without the approval of the State Board of Community Colleges so long as the specified requirements are satisfied.
