Amends SL 1963-67 (Topsail Beach Town Charter) to permit removal from office by recall election of mayor and members of the board of commissioners. Provides that a recall election may be held upon the filing of a petition containing signatures of 20% of the registered voters of the town. Sets forth additional petition and election criteria. Prohibits the filing of a petition to recall an officer within six months before the expiration of the officer's term.
