A BILL TO BE ENTITLED AN ACT TO DISTRICT THE STANLY COUNTY BOARD OF COMMISSIONERS AND THE STANLY COUNTY BOARD OF EDUCATION.

Declares that this act applies only to Stanly County.

Provides that regardless of other provisions of law, the Board of County Commissioners of Stanly County (Commissioners) is to have seven members. Requires thatfour members be elected to serve two-year terms by qualified voters of each of four districts, and that three members beelected at large to serve four-year terms. Authorizes the Commissioners to appoint two additional members under GS 153A-27.1 (vacancies on board of commissioners in certain counties)to serve until new members are elected under the provisions of Section 2 of this act.

Provides in Section2for the election of Commissioners for the specified terms beginning with the general election to be held in 2014 and biennially thereafter under the districts as set out in this actor as modified in accordance with this act. Declares that nothing in this section alters or changes the term of office of any member of the Commissioners whose term expires in 2016. Section 2 becomes effective on the first Monday in December 2014.

Declares in Section 3 of this actthat regardless of the plan for merging the Stanly County and Albemarle City Schools, or any other provisions of law, the Stanly County Board of Education (Board) is to consist of seven members. Requires thatfour members be elected to serve two-year terms by qualified voters of each of four districts, and that three members beelected at large to serve four-year terms.

Provides that in 2014, only two of the four seats with expiring terms of office are to be elected to serve a four-year term of office in at-large seats. Declares that nothing in Section 3 alters or changes the term of office of any member of the Board whose seat expires in 2016. Providesfor the election ofBoard membersfor the specified terms beginning with the general election to be held in 2016 and biennially thereafter under the districts as set out in this actor as modified in accordance with this act. Section3 becomes effective on the first Monday in December 2014.

Declares that elections for Stanly County Commissionersand Board of Education members, until modified by this act,are to be conducted in the districts as identified in this act.

Authorizes the Commissioners to revise the election districts following the receipt of data from the 2020 census and each subsequent census. Provides that GS 153A-22 (redefining electoral district boundaries) applies to the Commissioners.

Except as otherwise indicated, this act is effective when it becomes law.
