AN ACT TO PROVIDE FOR A REFERENDUM TO REDUCE THE SIZE OF THE ROCKINGHAM COUNTY BOARD OF EDUCATION OVER FOUR YEARS FROM ELEVEN MEMBERS TO SEVEN BY REDRAWING THE ELECTION DISTRICTS TO REDUCE THE NUMBER OF DISTRICTS FROM SIX TO FOUR SO THAT FOUR MEMBERS ARE ELECTED BY DISTRICT AND BY REDUCING THE NUMBER OF MEMBERS ELECTED AT LARGE FROM FIVE TO THREE; TO CHANGE THE METHOD OF ELECTION OF THE BOARD TO PARTISAN; AND TO CLARIFY THE APPOINTMENT OF VACANCIES TO THE BOARD.Intro. by Jones, Holloway.

Bill summary
Senate committee substitute makes the following changes to the 2nd edition.
Makes a technical correction to Sections 1.2 and 1.3 of Part I of this act, which reduces the number of members on the Rockingham County Consolidated Board of Education (Board), to provide that four members are to be elected from a single-member district as described in Section 1.4 of this act, (was, Section 1.5). Also deletes requirement that the person elected by qualified voters must have resided in that district for at least six months before filing for the seat that is apportioned to that district.
Also provides that if a vacancy occurs on the Board, the Rockingham County Board of Commissioners must appoint a person to serve the remainder of the unexpired term who is a member of the same political party as the vacating Board member if the vacating member was elected as a nominee of a political party.
