Rescinds from conference report #1, reported on December 11, 2018, and replaces it with conference report #2. Conference report #2 includes all of the content of conference report #1 with the following changes.
Amends GS 163-182.13, requiring a primary election to be conducted for any new congressional general election ordered by the State Board of Elections under subsection (a) of the statute. Requires the State Board to determine the primary date and related processes in conducting the primary.
Makes conforming organizational changes, renumbering parts and sections of the act. Make conforming changes to the act's long title.
