ADOPTING THE PERMANENT RULES OF THE SENATE FOR THE REGULAR SESSION OF THE 2013 GENERAL ASSEMBLY.

         Same as 2011 permanent rules with the following exceptions. Adds Rule 1.1, authorizing the members to meet at a location other than the Legislative Building during an emergency and provides for notification of meeting location. Deletes the Parliamentarian position in Rule 9 and makes conforming changes to refer to the Chairman of the Committee on Rules and Operations of the Senate instead of the Parliamentarian. Amends Rule 15 to provide for senatorial statements of personal privilege. Deletes the following standing committees from Rule 32: Mental Health and Youth Services, Redistricting. Amends Rules 39 and 40 to update the procedure for filing and cosponsoring bills. Adds provisions in Rule 40 to provide for and detail the schedule for reading specified resolutions in the Senate. Provides that Senators may cosponsor a bill no later than one hour after adjournment of the session during which the bill was first read and referred.

         Amends Rule 40.1 to establish the following bill filing deadlines: local bills must be requested by March 5 and filed by March 13 and public bills must be requested by March 15 and filed by March 28. Amends Rule 41 to set the crossover bill deadline as May 16. Amends Rule 42.3(a) (concerning assessment reports for licensing boards) to refer to the Joint Legislative Commission on Governmental Operations rather than the Committee on New Licensing Boards. Amends Rule 42.3(b) (concerning assessment reports for municipal incorporations) to refer to the Municipal Incorporations Subcommittee of the Joint Legislative Committee on Local Government.

         Amends Rule 47 to provide that only the President Pro Tempore or the Chair of the Committee on Rules and Operation of the Senate may, with the consent of a majority present and voting, re-calendar a bill on the calendar or refer the bill to a committee. Amends Rule 55 to clarify that the applicable committee or the clerk will amend the bill title when the bill's content is modified (previously, the Senator who introduced the bill could also amend title). Amends Rule 57 to provide that any conference report reported to the Senate will be calendared for consideration on the next legislative day, unless otherwise specified by the Chairman of the Committee on Rules and Operations of the Senate or the President Pro Tem.

         Amends Rule 57.1 to provide that all floor amendments must be germane to the measure under consideration (rather than germane to the original bill). Adds a provision to Rule 57.1 stating that the germaneness of amendments or committee substitutes will be determined by the chairman of the governing committee. Deletes Rule 67A, which specified when certain persons were restricted from the Senate floor, and adds those provisions to Rule 67. Amends Rule 67 to prohibit registered lobbyists from admittance on the Senate floor for 15 minutes after adjournment, unless a committee is meeting on the floor. Makes other clarifying and conforming changes.
