AN ACT PROVIDING THAT A PERSON DRIVING AN AUTOMOBILE WHILE EXERCISING DUE CARE IS IMMUNE FROM CIVIL LIABILITY FOR ANY INJURY TO ANOTHER IF THE INJURED PERSON WAS PARTICIPATING IN A PROTEST OR DEMONSTRATION AND BLOCKING TRAFFIC IN A PUBLIC RIGHT-OF-WAY OR HIGHWAY AT THE TIME OF THE INJURY.

House amendment #2 makes the following changes to the 1st edition as amended.

Adds new subsection (c) to proposed GS 1-539.13, providing that the civil immunity set forth in subsection (a) does not apply if the injured person participating in a protest or demonstration was doing so with a valid permit allowing persons to protest or demonstrate on the public street or highway where the injury occurred. 

Makes technical change.
