House committee substitute makes the following changes to the 2nd edition.
Amends GS 20-166.1 to require the Division of Motor Vehicles (Division), where an accident report includes information that an accident was the result of a driver suffering a seizure or a hypogylcemic incident, to cancel or restrict the driver's license of the driver in accordance with GS 20-15(a)(4) upon completing the required evaluation to determine whether the medical condition affects the driver's ability to safety operate a motor vehicle (previously, directed the Division to cancel the driver's license if the Division determines that the medical condition affects the driver's ability to safely operate a motor vehicle). Adds new provision to provide that during the pendency of an appeal from the decision of the Division, the restriction or cancellation is stayed unless the Division makes a determination that a stay would pose an imminent risk of harm. Makes conforming changes.
