AN ACT TO DIRECT THE STATE SURPLUS PROPERTY AGENCY TO ESTABLISH A PILOT PROGRAM AND ENTER INTO A REQUEST FOR PROPOSAL TO CONDUCT AUCTIONS FOR SURPLUS EQUIPMENT FOR THE DEPARTMENT OF TRANSPORTATION AND OTHER STATE AGENCIES.

Bill summary

Senate committee amendment makes the following changes to the 1st edition.

Changes the long title of the act. 

Deletes proposed changes to GS 143-64.03 (Powers and duties of the State agency for surplus property).

Directs the State Surplus Agency to establish a pilot program for disposing of state surplus property by public auction in accordance with the provisions of the act by July 1, 2017. Requires the State Surplus Agency to prepare an RFP, as previously specified, for three public auctions during the pilot program. Terminates the pilot program on July 1, 2019.

Requires the State Surplus Agency to report to the Joint Legislative Oversight Committee on the pilot program by October 1, 2019. Details the required information that must be included in the report.
