Senate amendment makes the following changes to the 2nd edition.
Deletes the proposed changes to GS 14-297. Amends GS 14-306.4 by adding that in addition to any other penalties, if any person operates or places into operation more than four electronic machines or devices, that person must forfeit the machines or devices and will be guilty of a Class G felony. Effective October 1, 2017, and applies to offenses committed on or after that date.

Senate committee substitute makes the following changes to the 1st edition.
Changes the long and short titles.
Amends GS 14-297, adding a new subsection making it Class G felony for any person to knowingly suffer to be opened, kept, or used in or any part of any premises owned or controlled by the person more than four electronic machines or devices, as defined by GS 14-306.4, within 100 feet of any other electronic machines or devices. Requires a person guilty of this new provision to also forfeit the electronic machines or devices. Makes organizational changes, placing the existing language pertaining to gaming tables, illegal punchboards, and slot machines into new subsection (a). Makes existing language gender neutral. Effective December 1, 2017, and applies to offenses committed on or after that date.
Makes conforming changes to the effective date provision.

Amends GS 120-32 to authorize the Legislative Services Commission to obtain a criminal history check of any current or prospective employee, volunteer, or contractor who is under the supervision and control of the Legislative Services Officer.
Enacts new GS 143B-967 (Criminal record checks for the Legislative Services Commission). Authorizes the Department of Public Safety to provide the Legislative Services Officer with the criminal history of any current or prospective employee, volunteer, or contractor of the Legislative Services Commission. Lists information required for the check, and directs the Legislative Services Officer to keep all information obtained under this statute confidential. Authorizes the Department of Public Safety to charge a fee to offset the cost of the criminal record check.
Effective October 1, 2017.
