House amendment #1 makes the following changes to the 1st edition. Amends GS 20-37.6(c1) by limiting the instances in which a licensed certified nurse midwife may certify that an applicant is handicapped to the initial application for a temporary removable windshield placard only (was, for the initial application for a distinguished license plate, removable windshield placard, or temporary removable windshield placard).

Amends GS 20-37.6(c1) to provide that the initial medical certification requirements for obtaining handicapped parking privileges may also be satisfied by a licensed physician assistant, a licensed nurse practitioner, and a licensed certified nurse midwife (previously, allowed the certification to be completed only by a licensed physician, a licensed opthalmologist, a licensed optometrist, or the Division of Services for the Blind).
