Declares that the names and boundaries of voting tabulation districts, tracts, block groups, and blocks specified in this section are as indicated in the 2010 Census Redistricting Tiger/Line Shapefiles. Provides that a change in any voting tabulation district boundary does not result in a change in the boundary of a district, instead the boundary of a district will remain the same as it is depicted by the 2010 Census Redistricting Tiger/Line Shapefiles. Effective beginning with the 2014 primary and general election.
