Senate committee substitute makes the following changes to 1st edition. Reduces the number of members on the town council from six to four. Provides that the town is to be operated under a Mayor-Council form of government (previously, Council-Manager form of government) and makes conforming changes. Prohibits the town from, prior to December 31, 2016, adopting an ordinance regulating or restricting the subdivision, zoning, or use of land within its corporate limits or within the town’s extraterritorial jurisdiction. Makes other technical change.
