Amends GS 153A-274 to add to the definition of public enterprise, high speed internet access service.
Enacts new GS 153A-275.1, allowing a county to provide infrastructure including conduit, fiber‑optic cable, and fiber‑optic wire for the purpose of expanding high‑speed Internet access service in unserved areas of the county to promote and encourage economic development in the county. Allows the the county to lease the infrastructure to unaffiliated, qualified private providers of high‑speed Internet access service. Lists provisions governing lease contracts. Requires using only unrestricted general fund revenue to provide the infrastructure. Specifies that the statute does not permit a county to provide Internet service.
