Requires the Legislative Research Commission (LRC) to study the feasibility and effectiveness of (1) relocating this state's NCWorks Career Centers to community college campuses under the jurisdiction and control of the State Board of Community Colleges and (2) transferring responsibility for overseeing the administration of the NCWorks Career Centers from the Department of Commerce to the State Board of Community Colleges. Specifies items that must be examined as a part of the study, including whether the State Board of Community Colleges is better equipped than the Department of Commerce to oversee administration of the NCWorks Career Centers and whether existing federal laws, state laws, or memorandums of understanding would support the proposed relocation and transfer of the state's NCWorks Career Centers to the Community College System. Requires the LRC to report its findings and any proposed legislation to the 2016 Regular Session of the 2015 General Assembly upon its convening.
